President is a head of the state and executive power in the Republic of Uzbekistan. Based on universal, equal and direct suffrage, Uzbek citizens elect President for a seven-year term.
President represents country both at home and abroad, makes treaties and agreements with foreign states, forms the apparatus of executive power and chairs it, provides for coordination of activities of highest bodies of power in the country, forms and cancels ministries, state committees and others.
Decrees and resolutions by President on all above issues are submitted for the approval by both chambers of parliament. Besides, President proposes candidacy of Chairman to the Senate of Oliy Majlis, proposes candidacy of the Prime Minister for further approval by both chambers, approves members of the Cabinet of Ministries, proposed by Prime Minister, appoints and removes the Prosecutor General and his/her deputies, as well as khokims (mayors) of provinces and city of Tashkent.
President guarantees rights and freedoms of citizens, observance of Constitution and laws of the Republic of Uzbekistan. Also, takes necessary measures for safeguarding the sovereignty, security and territorial integrity of the Republic.
President proposes to the Senate of Oliy Majlis candidacies of chairman and judges of Constitutional, Supreme and Supreme Economic Courts, chairmen of the board of Central Bank, and State Committee on preservation of nature.
President is a Commander-in-Chief of the Armed Forces. He appoints and removes the supreme command of the Armed Forces, and confers military ranks.
President signs laws, issues edicts, resolutions and orders, considers issues of citizenship of the Republic of Uzbekistan and political asylum, proposes to the Senate the acts of amnesty and grants pardon to citizens, convicted by courts of law in the country.
Awards orders, medals, and documents of the Republic of Uzbekistan, and confers ranks of qualification and honor.
President secures the right of personal immunity and it is safeguarded by law. According to Article 97 of the Uzbek Constitution, upon the end of the term of office, President becomes a Senator for life of the Senate of Oliy Majlis.
